feat(email): PKM 폴더 선별 수집 + eml 본문 추출 활성화

mailplus_archive: INBOX 전체 → MAILPLUS_FOLDER(기본 PKM) 선별 수집, eml extract 스킵 가드 제거(검색·색인 편입), 폴더별 UID 상태(job_name=mailplus:<folder>), 폴더 부재 시 no-op. extract_worker: _extract_eml 신설(From/To/Date/Subject 헤더 prepend + 본문 text/plain 우선·html→bs4 fallback, 첨부 extract_meta 인벤토리 scaffold). preview/marker 는 eml 자동 skip 이라 라우팅 무변경. DNS drift(D25, mailplus.hyungi.net→.227) 교정 후 활성. 할일(events) 연계 없음.

fix(queue): enqueue 경로 중복 방어 — partial unique index + 중앙 enqueue_stage 함수
...
기존 UNIQUE(document_id, stage, status)는 pending+processing 동시 존재를
허용해서 stale 복구 시 충돌 발생. 2-layer 방어로 근본 차단:
1) DB: partial unique index uq_queue_active — 활성 행(pending/processing)은
(document_id, stage)당 최대 1개만 허용
2) App: enqueue_stage() 중앙 함수 — INSERT ON CONFLICT DO NOTHING으로
모든 9개 경로의 check-then-insert TOCTOU race 제거
migration 117은 guard check 포함 — 활성 중복이 남아있으면 RAISE EXCEPTION
으로 중단, 수동 정리 유도.

(documents, law changes, email, queue errors, inbox backlog)
- Add CalDAV VTODO helper and SMTP email helper to core/utils.py
- Wire 3 cron jobs in APScheduler (law@07:00, mail@07:00+18:00,
digest@20:00) with timezone=Asia/Seoul
