feat(dashboard): 대시보드 UI 개선 — 환영 인사 + 현황 카드 + 시스템 설명

- A: 시간대별 환영 인사, 날짜, 날씨 API 연동
- B: 오늘 현황 숫자카드 (출근/작업/이슈) — 권한 기반 동적 표시
- C: 시스템 카드에 설명 텍스트 추가
- fix: notification-bell 드롭다운 position:fixed + 스크롤 시 닫기
