ops(ci): boot_smoke 스키마 어서션 max_migration 361→378 (현재 마이그 헤드)

지난 감사(361) 이후 마이그가 378(이번 publish_outbox attempts/failed 포함)까지 전진 →
boot_smoke 스키마 게이트의 하드코딩 기대값 갱신. purge/cand/uq 기대는 동일.
